Closed cooling system ?????

Closed cooling system ?????
Ok this on the 89' 4.0 xj
I've replaced the thremostat, and coolant temp sensor, and flushed the system. And it's still over heating. The E-fan won't kick on. I did the AC/defrost ( and it kicks on ) so I ran the engine with the AC/fan on to see if that would cool it down, NOPE!!!!
I ran it with the coolant temp sensor off to make sure there was no air in the lines? The thremostat was a duralast, with tree suport arms ( I put the third arm down, is it supposed to point up? ) and all this is being do at idle
Any idea as to what would be next? Or even better what will fix this?

When up to operating temp shut motor off and spin fan on passenger side should not turn more than 1/2 to 1 turn ....

Ok did that and it went a bit over a 1/4, thanks I'm figuring that was a test for the water pump?
Any way the chromama came out, I started spraying brake cleaner on the other sending unit thingy ( on the block drives side ) that I think is responsible for the e-fan turning on ( please correct me if I'm wrong ) and into the e-fan as well. Left things alone and went for a drive in the 98' ( almost had her sitting on the drivers side door, due to a almost stuck moment. But got out of it . )
Got home read your reply and fired it up. It got to 185*, I waited a extra moment and wa-la the gauge dropped back down then ran it around the house a few times and it climbed and fell
Brake cleaner and duct tape are a mans best friend . I spent the better part of 4 hours this morning removing a broken off CTS. The easy out broke, impact screw driver didn't do much for me, broke 3 drill bit, had to cut and bend some metal shelf thingy ( at top of fire wall and bottom of cab ) all n all a tough day, heck even got my first blood blister on the top of my hand ??? But to see it all work again was AWESOME

Be sure to replace your coolant bottle cap with a 703-1396 cap. Seals way better than the chinese crap.

Spinning mechanical fan while hot is to check operation of viscous clutch, not water pump.
Switch on radiator turns the efan on.
What are you calling the AC/fan? There is only one efan, for A/c Defrost and or engine overheat. If it works for A/C doesn't come on with apparent high engine temps, either you are not actually overheating or switch is defective.
Metal shelf thingy? MAP sensor?
Anyway you fixed it! Miracles still happen!
