Re-read post #6. The coolant recovery bottle and rad cap must work exactly together as I stated. Don't guess at the XJ cooling system....it's not very forgiving.

If coolant rises a little, in the bottle (hot motor), AND falls a little (cold motor), then the "open system conversion" is working properly. Replacing the colored cable ties with black ones will go a long way to fixing the nightmare. Sorry, just kidding.

As far as I know what has been done is new radiator, water pump, thermostat, hoses everything and coolant does rise and fall but it takes overnight for coolant to fall

What does "as far as I know" mean? Probably takes overnight to cool enough for coolant to be drawn from the bottle back into the rad. Is the rad full to the top when the motor is cold?
