cruise control not working

cruise control not working
The cruise control doesn't work on my 98, the light on the instrument cluster doesn't light up. the thing is that the vacuum lines don't have a leak and the ac vents work perfectly. I don't know if the servo is broken or if the clock spring is busted. the airbag light is off so I'm not sure the clock spring is bad. would there be any common connections that get busted easily?
edit: the previous owner said they decided to take out the fuse for the steering wheel bc the horn broke and they decided to get an air horn.

If the horn stopped working, that might be the clock spring, which could also disable the cruise control.

My cruise control stopped working and it was definitely the clockspring. My airbag light was on though. If I were you I’d probably start with that.. It’s a surprisingly easy fix. You’d just want to get a steering wheel puller to make life easy, they aren’t expensive.

I found a clockspring for 98 bucks and it has the cruise control feature but the horn stopped working cuz it rusted off, (sorry for not explaining I just remembered it at the moment) also im saving to get new gearing that I need. and I don't know what the previous owner meant by when they removed the fuse for the wheel and I don't know how to check.
