Cruise not working, airbag light on
I did some searching through the forums to try and find an answer, but I didn’t find one that meets my situation exactly. Cruise will turn “on” (with light) when pressed firmly, but will not set. The airbag light is on all of the time. I thought it would be the clock spring but my horn works.
If someone has a link to a thread that I couldn’t find that would be great. Or if someone here is willing to describe the multimeter testing sequence that would be great also.

It is still possible that it's the clock spring. It's a spiral of many wires so only one of those wires needs to break to cause an issue while leaving other circuits working. I don't have any tips on how to check it out though.

You can replace the clockspring and hope that fixes it, or you can use a multimeter to check continuity from one side to the other, but you will have to remove the airbag as there are connections behind it you will need. Disconnect the battery and wait a couple minutes before removing the airbag. The FSM for my 97 says 2 minutes, for the capacitors drain. I wait longer, 15-30 minutes, just to be sure. I dont remember what size sockets you need to remove it tho.
You will need a steering wheel puller as well.

Make sure the wheels are straight before you take anything apart.
If you use a boneyard clock spring that you did not pull make sure it is centered.
If pulling it yourself make sure the wheels on the donor Jeep are straight if you can.
If you buy a new one it will be centered already so....
After you button everything up start the Jeep from the passenger seat.
Just in case. LOL.
