To avoid constantly resetting the ECM, I am considering one tied only to the starter or maybe the fuel pump.

A pushbutton wired into the wire going to the starter would work. Hold down button and turn key to start?

If it's worth stealing, it's worth a roll-off or dollies. Professional vehicle thieves do this as a business if they get busted they don't collect unemployment.

its not to stop someone with a tow truck or something. it's to stop your average low life from joyriding or moving your vehicle to strip it.
