There is a head that people swap onto the 00-01s to get rid of the garbage cracking 0331 head. What is that?

The coil packs and plug boots are on a rail that has 4 bolts attaching it to the 0331 head. You would have to mod the 98 head to secure that rail. A used 0331 "tupy" head, off of a newer 4.0 L wrangler or GC, would be comparably priced to a used 0630 head, but without any fab work required. The aftermarket head above has a reasonable price for new if you would rather go that route. BTW "tupy" is stamped on the head, so there should be no question as to whether or not it's the right one.

But if it's more work than necessary then I may be willing to look for a tupy head. Would those from 02-04 WJ's bolt on?
