Oh yes...
If the bolts are loose, you may find that the holes in the flexplate are elongated. And the threads on the bolts are ate up from being banged around.

I like the HG Wells Time Machine pic!
I took the inspection plate off. It took three wrenches: 18mm, 15mm and 1/2". No idea why there are three different bolts holding it on. Then I put a 15mm wrench on the bolts on the flex plate that I could reach and tried to turn them clockwise. I used enough torque that the wheel turned the engine so that's got to be more than 28 ft/lbs. So I would say they are tight.
I trace back all the issue to my starter almost dropping off one day. My wife said the Jeep was making a funny noise when turning the key. I tried and the starter was just free-wheeling (not engaged). I looked underneath and it was dangling from one bolt. Then I had a CPS issue where the Jeep would stall in reverse. I changed the CPS and then the Jeep would start but there's still vibration and it makes the noise like the flexplate video.
Weird.
