I’ve had the infamous windows only working from drivers side and locks not working for a few years. Finally decided to take the drivers and passengers modules apart. Found and fixed a few broken solder joints. Everything works now. Almost. Haha

the passenger side lock switch works, and I can hear the actuator, but door does not lock or unlock. Any insight? Guessing something mechanical is broken.

Probably isn't broken. Try lubing the thing. There are a couple of entry points for the tube of a WD-40 spray can in the latch side of the door. Put your window up and give the entry points a few spritzes of lube and exercise the lock. It worked on my 96 but the 98 isn't having any of it. Like yours, I can hear the solenoid operate and feel the door mechanism trying but the lock/unlock binding problem is further inside the door. I need to remove the inside door trim panel to get at it with 3-in-1 oil.

Ended up just replacing passenger actuator. Local autozone had one in stock. Everything works. Yay.
