my wife let the door on my xj get caught by the wind and it bent it forward way beyond where its supposed to stop, and i had to bend the door hinges back to where they normally would sit.
but it looks like yours has the same problem
what i did was take a prybar and put it inside those 2 holes on the hinge, and just bend them toward the inside of the Jeep.

x2 i've always had that problem....
in our case i think it has to do with the door being over extended and the hinges getting bent. it makes sense to blame the fender right away but i don't think thats the problem.

Mine did this too, so i detached the fender enough to pull it back and then i just beat the out of it with a hammer till it cleared the door. Then i sealed it up with primer and bedliner and was on my way

my passenger side does that whenever I wheel lol.
just take a piece of flat steel(or screw driver). bend the fender out the open it to where the fender is normal. then when you shut the door keep the steel or screw driver on the door and it will bend the fender out more.
sounds complicated but basically you are shutting the door with a screw driver on it and it pops it back out

Your hinge pins are worn, and or hinges are bent letting the door sag causing an alignment issue. It's been hitting the fender pushing it in. Do as 96_XJ (Brian) stated to remedy the situation.
Back in the day, with the door fully open, I'd place a piece of 1"x2" on the door and push against the door as if closing it until it pushed the fender back out where it needed to be. It would take a few attempts to get it correct without going too far.

i just fixed that problem it happened before i hinged the doors and worse after so i realigned the door hinge so it was farther away at bottom and worked fine and my door seals better at the top
