E-Brake doesn't work at all

E-Brake doesn't work at all
My e-brake on my 92 doesnt seem to work at all. when i pull it up, there is absolutely no braking going on on the rear tires. it doesnt latch at all but it will still stay up when i pull it. also, the brake light is always on. im wondering if the previous owner ripped it and broke it or its just worn out and the cable is stretched or something similar. please help

Don't expect a great deal of stopping force from your e-brake. It (should) will only help you decelerate but forget about hard stops.
Which "brake light" are you referring to - the one that indicates the e-brake or the one that indicates "uh-oh, time to make like Freddy Flintstone"?
Pull one or both rear drums and inspect for the presence/condition of e-brake cable, strut, linings, aww hell ... check for presence/condition of everything!
