ECM flash code based on VIN?

Model: Cherokee (XJ)
ECM flash code based on VIN?
Currently working on a 2000 model. Last step is replacing the ECM. However there are three different flash codes. I do not have the original. I this possible just knowing the VIN number?

I assume two of the flavors would be for automatic versus manual. Could be for federal versus california emissions too, although I think there was no difference for a 2000.

Since an '00 could be Federal or CA Emissions I always assume the PCM was different.
2 O2 sensors for the Federal Emissions versus 4 for the CA Emissions so.....
