Electrical issues on my 2000 Cherokee sport!!

Electrical issues on my 2000 Cherokee sport!!
Have a 2000 Cherokee sport 68,000 mi
Have a parasitic load somewhere... haven't started checking for burnt out lights but I did check my voltages at my fuses in the engine area with the key off and out and 95% of the had 12v... is that right? Looking at the wiring, it's hard wired to the battery? I'm a boat mechanic so I'm used to battery switches and stuff but I'd imagine only the iod fuse should have voltage without key and the rest should be through the key circuit? At a loss. Any help would be appreciated. Thanks!

From being around on the forums and seeing a few of these threads it appears the XJ, when turned off and key removed from ignition, it has a draw of about what nujeepguy is telling you, 14mA, 16mA, 17mA, somewhere in that area.
If your reading higher, with your ammeter connected, start pulling fuses and look for the BIG current draw to go away. Once, that is complete you have isolated the problem to a particular circuit.
Also, an FSM is very valuable for wiring diagrams and circuit layouts. You can get PDF versions from pacific coast manuals for about 8 bucks.
Continue to troubleshoot following the circuit looking for warn through wires, grounded wires, etc.

Is your battery discharging over a short period?
How old is the battery?
How long does the vehicle sit without starting the engine?
Assuming a good battery,
do what nujeepguy said ^ to measure the current drain with ignition off, doors closed and all accessories off.
Never measured my ignition off current drain but for now lets go with nujeepguy's 14 ma (.014 amps).
If the current measurement is much higher than that, pull each fuse one at a time with the ammeter still hooked up to find the problematic circuit. Need to start somewhere.
