electrical issues parking/running lights

Question electrical issues parking/running lights

I am new to this forum, and new to Jeep for that matter (typically Im a Toyota FJ40 person)
Issue: parking/running lights on the driver side do not work, fuse 23 is good
Issue: turn signals do not work
Test: hazard lights good to go, all 4
Test: head lights good to go,
Test: parking lights on passenger side good to go
Test: revers lights good to go
Test: brake lights good to go

T-shoot: replaced all bad fuses, no good
T-shoot: replaced all bad bulbs with dual filament bulbs, no good
T-shoot: replaced turn signal switch in the steering column, no good
T-shoot: replaced turn signal flasher under the dash to left of steering wheel, blinkers, good to go
T-shoot: used bulbs with known good dual filament in each light socket, brake lights, hazard lights, reverse lights all good to go, driver side parking/running NOT good
T-shoot: when I change fuse 7 (parking/running lights on the driver side) turn on the lights, the lights flash on real real quick, then the fuse blows (you can hear this) then the lights go out
Issue: when I did the above trouble shooting yesterday my turn signals stopped working, i plan to replace the turn signal switch again to correct this, but I am afraid if I swap fuse 7 out and test again, it will blow the flasher, again.
T-shoot: I used a continuity tester on each light socket by poking the tip into the wires, every wire tested good (little red light came on in tester)
T-shoot: I used the continuity tester by touching each brass connector in the light bulb socket, every one tested good (little red light came on in tester)
T-shoot: I have removed all panels from the light assembly to the dash, traced all light wires back to dash, and was unable to see any visible damage to any wires

I am assuming since I can hear fuse 7 blow when i turn the lights on i have a ground issue. however, i have no idea where or how to find that.

Please, any/all help will be greatly appreciated, I am obviously new at this,
I also apologize about such a long post, but I wanted to make sure i covered all bases before replies come in and I start repeating myself.

Default no advice from anyone?

Is this a bad thread? Im at a loss here and could really use some advice.
