Thank you a lot man. Ima try and see what happens. You don't think it might be the headlight switch that's just bad causing all this?
Here's P1694 from the 2001 diagnostics manual.
P1694-CCD MESSAGE FROM JTEC FAILURE
When Monitored and Set Condition:
P1694-CCD MESSAGE FROM JTEC FAILURE
When Monitored: Continuously with the key on.
Set Condition: No CCD bus messages or invalid CCD bus messages arereceived from the PCM for 20 seconds.
POSSIBLE CAUSES:
INTERMITTENT WIRING AND/OR CONNECTORS
CCD BUS (+) CIRCUIT OPEN TO PCM
CCD BUS (-) CIRCUIT OPEN TO PCM
TCM - CCD BUS OPEN
There could be an issue with the TCM or the instrument cluster, or bad grounds in the engine bay.
When you see the NO BUS, instruments dead, try hitting the top of the dash to see if the instruments come back.
The association with the headlamps may be a bad ground.
If you want to try disconnecting the TCM, remove the trim panel and knee blocker from under the steering column. You can see the TCM to the right of the steering column (see pic).
Before disconnecting the TCM, remove the battery negative post connector.
Reconnect battery and see what happens.
If the TCM disconnect makes no difference you should address the ground points in the engine bay.

Ok so I did the TCM trick. No difference other than check engine light coming off. But still same issue with blinkers. I checked the grounds on the driver side under hood by air filter. 3 of them, all tight. Also checked the one on firewall that goes to engine. Also checked the one by battery. Any others that I missed?

Here's some pics of the engine bay grounds.
Note the ground functions at G101.
G100 and G101 are the critical grounds.
The bonding strap at the firewall is not a critical ground.
Another view of G101 without the clutter:

Still same problem, but I found some else that's linked to all this. Every time I hit the lock button on passenger or driver side, the lights on shifter work and my rpms crash as well.

Do you have Remote Keyless Entry (RKE) - key fob?
If so, try the steps below just to get it out of the way. The RKE Module is on the CCD Bus.
1. Get in the Heep, close the door, turn the ignition switch to RUN/ON (don't start engine).
You should see around 12 volts on the voltmeter and the fuel gauge should register.
Wait until all the advisory lights go off.
lock and unlock the doors using the key fob.
What do you see?
Manually lock and unlock the doors.
What d you see?
2. Start the engine.
Do the same lock/unlock steps as above.

No I don't have keyless entry. And if it did, I wouldn't know. But it did have an alarm. I can tell the wires been messed with and it has an alarm siren under the hood

This could be the root cause of your problem.
You'll have to figure out what wires have been butchered and un-phuc them.
Good luck.
I can't help with this.
