Emergency brake handle adjustment

Hello all,
1986 2.8l 2-door 4wd Laredo
just did a rear DRUM brake job tonight. I need to get the vehicle inspected but the emergency brake would just pull all the way up with no resistance. I decided I needed to do a rear brake job. They were rusty and neededq it. I thought this would fix my emergency brake problem but much to my dismay, after I finished the brakes worked but I still had no stopping with my emergency brake. Any suggestions? I tried going in reverse 8 to 10 times and coming to a complete stop while braking hard but that didn't seem to do anything to adjust my brakes. I tried to do a search on this website but it seems like I'm unable to find anything that pertains to my older XJ. Thanks for any advice you can provide or experience that you can pass on.

i dk laredo but was it stock with disc brakes? did you add them?
did you connect the cables properly?
are the cables adjusted properly?
do the cables move when activated?
i dont think backing up adjusts emergency brakes? its usually an adjustment bolt/nut setup.
someone else will show up with answers.

Assuming brakes reassembled and adjusted correctly of course, follow brake cables from drums to cable attached to handle. Generally this is above driveline on any rig I have worked on. Where all 3 meet is bracket and rod with nuts on it, 1/2in or 13mm. This is the adjuster for Parking brake. Back off top nut and tighten other nut til parking brake handle gets you where you need to be stopping wise. When satisfied tighten top nut to lock down other nut.
As a rule drum parking brakes don't work as good in reverse, cable is only attached to rear shoe. Make sure shoes are adjusted out before messing with Parking cable. Check function of cables at the shoe is easy with 2 people. Have someone pull parking brake up while you watch the brake arm that's attached to rear shoe, if arm and shoe are moving then your probably don't have shoes adjusted out far enough.
Another possibility is the brake arm that goes horizontal with the spring on it is not positioned properly or the spring is not on the forward side of brakes.

Thank you for the reply. im going to go look into the cable today. The brake arm that is horizontal with the spring is positioned correctly. I'm pretty sure the shoes are adjusted out far enough. I made sure my drums barely fit on snuggly over the shoes.
