engine dies when braking

engine dies when braking
i have a 98 xj and when i fire it up early in the morning after it’s been sitting all night my RPMs are sitting at about half then when i put it in drive it will drive fine but the minute i break the RPMs drop to zero and the engine kills itself. my lights and radio still stay on and it’s giving me no codes so i don’t understand what the problem could be. i’ve read it could be a vacuum leak or even the head gasket but anything else it could be?
