Engine Off - RPM Signal?

Engine Off - RPM Signal?
Hey just curious if anyone has ever turned their key to the on position without starting the car and looked at their RPM gauge - it should read 0, right?. Mine's reading about 250 while the engine is not running. I have been having CPS issues lately so maybe that's the reason?

So, guess you are figuring they are all the same from 86 till 2001? Would you be so kind as to go through the previous posts on OEM Teck, and tell each poster that did not, that they need to fill out there info so we know what they are talking about? Sure appreciate it, and much thanks for your time.

OK, now we see it's a 96. I"m pretty sure the CPS in the 4.0 inline 6, is the same as the one in the 2.5.
Btw we call it a "Tack", short for "Tachometer" A cps does nothing when the engine is not running. Only running, it sends a signal.
Two things, 96 is a "transition year" . Some of your stuff is OBD-1. OBD-2 might use different stuff until the end 2001.. Pretty sure nobody has that nailed down. Most trouble seems to be with the fuel pump.
Other is the wire to the tack uses off the ICU. Just keep it running at 250 RPM and you should be ok?
