whats the question?

The VIN is Vehicle Identification Number, its found at the lower drivers side corner of the windshield. The first 8 or so digits are a series of letters/numbers that have some meaning (the last 8 or so are the sequential number unique to your rig). That ebay ad is telling you their product works for certain builds, determined by one of the first 8 or so digits of the VIN.

Look at the VIN (lower corner of windshield, driver's side). 8th digit = engine code.

I'm a little bit confused about what you're asking too. There are some obvious clues that will tell you what you need to know, mainly the head. Early '99 had the 0630 head, then late '99 they started using the 0331 head. As for the block, they're pretty much all the same except for the cam which changed in '96.

Personally I wouldn't buy a motor from someone who couldn't tell you what it came out of.
