Every time i have ever had a problem with my TPS, i had just done some cleaning on my motor. For some reason if you get even a small drop of water anywhere near the TPS it will short out and start giving RPM issues when stopped. Mine would Rev up to 2500 RPM's at a stoplight or go down to 100-0 RPM's.

The cost like $100-140 new at an auto-parts store . and like 15-20 bucks at a JunkYard.

I did bleed the air. Pressure is good. It runs good so long as I keep the gas down a little. Have not checked voltage yet.

There is another by-pass hole near the IAC by-pass that provides idle speed, where the map sensor vacuum line is plugged to.
thats strange
you may have a vacuum leak somewhere
with the IAC blocked off fit should not idle
