Extended Idle Present or by VIN

Extended Idle Present or by VIN
Hope I'm posting in the right place...I don't know if Extended Idle is considered a modification or not.
My question is:
Is the Extended Idle function programmed in to all of the PCM's, or is it only by VIN (Police Package)?
My '96 4.0 A/T does not have the Police Pkg. or switch.
I ask because I located the correct wire at the PCM (my 96 is dark blue /w orange, Connector 1, pin A12) and following the FSM directions for testing the function, the last step is to ground wire A12 at the PCM and observe the idle response.
Mine did nothing.
At this point the FSM assumes that the testing is on a Police Pkg. and if no idle response, the procedure is to replace the PCM.
So is my PCM bad (everything else functions properly)? Or am I not getting an idle response because it was not in the VIN (Police Pkg.)?
