Default Floor board questions

Evening All.... OK see pics...What are these drainage holes for ? I know I'll hear DRAINAGE goomba !!!...Drainage of what.???...If it worked as a drain, I might not have as much rust as I do...
Next , under back seats,actually under the back of the back of the seats there is this cover...Why ? I'm glad I pulled it up..I found some hidden rust...

The only I can think of is for water that get inside, it has a place to drain to. Some replacement panel companies do away with them. But your floors look good. Some scraping, sanding, naval jelly and painting, and you are good to go.

Must of the rust that attacks the floors comes from the underside. Road salt is the killer for those panels.
