Default front leaf spring bolt help

I've searched, but haven't found my exact problem.

the bolt seized in the bushing, but i thought i backed it out far enough that it is clearing the threads. i cut the bolt off on the inside of the bracket on the other side expecting it to just fall, but it is still hung up some where in the frame. i tried pulling and tugging and getting aggressive with it to no avail. at this point im thinking maybe of drilling a 1/2 in hole behind the bolt and just giving it a few taps to make it all the way through. any suggestions on this? thanks guys, i dont know where to go from here.
