Front Sway Bar bolt broke....

Front Sway Bar bolt broke....
Snapped off one of the bolts in the frame for the front sway bar supports...I also snapped off a bolt extractor in said bolt....WTF...I tried heating in with a torch and drilling it out...what do I do? Do I have to start cutting into the frame for access to the rest of the bolt? Anybody run into this?
