Jack up the front so one front tire is off the ground. Grab the tire at 12 and 6 o'clock and push the top while pulling the bottom. Then reverse and go back and forth a couple times. Any movement? 12/6 o'clock is often bad bearings. Watch the backside to verify.
Basically only a few things can cause that: Bent axle or flange, bad hub/bearing, bad (or incorrect, or incorrectly adjusted adjustables) ball joints. Or your caster is so far off the toe adjustments are changing the camber- but that would be IMHO horrendous to drive and the alignment shop should've caught that.

Update: '99 Jeep XJ 4.0L I6
My camber issues are not any better.
Parts replaced- both upper and lower ball joints, hub bearing assembly.
My axle tubing doesn't look bent, the C-flange looks alright.

I have a bit of a negative camber on both sides. Ball joints are good. It's bent axle C's I think.
Setting my toe correctly helped tire wear.
Nothing else besides adjustable ball joints or getting a new axle I can do about it.
Good thing HP Dana30's are 60$ around here.
Hope you figure this out.
Goodluck

Upon more examining, my upper C's aren't bent. I measured them in comparison to another XJ and they were identical. Thanks for the info guys!

Well doing more research, my Dana 30 was one of many that had casting issues. I'm doing the ford 8.8 swap in the rear and to match the 4:10 gears up front I'll pull a Dana 30 from a 4 banger manual that has the same ratio.

Did you ever figure this out? My jeep is the same, when I drive forward the camber looks ok but when I reverse the wheels look like yours. I am thinking I may need new ball joints as when it’s reversing I can see a slight gap form. They aren’t that old though.
