This may seem odd, but I fought it for a while. Same thing. Starve for fuel and cut out after a fill. Turns out is was the ground wire from the pump to the fuel sender flange inside the tank was loose and partially melted. When sloshing gas hit it, the pump would lose it's ground momentarily. Once the level dropped a bit, it was okay. That is until the wire got so melted it quit entirely.

Remove the fuel pump from the tank.

It COULD be your problem, but you may also have a dying fuel pump. Best to do a fuel pressure test with a gauge rented from an auto parts store to verify. Could also be the rubber hose inside the tank on the fuel pump has deteriorated.

Have you tried moving the relays around? Do you know which one is the fuel pump relay?

I had this problem a couple months ago. I bought a new fuel pump but it turned out all I needed was a ballast resistor.
