Fuel Pump
My jeep isn't starting up, and I have been told it may be my fuel pump. How can i check it? I hear a lot of "can you hear it?" will i hear it when its trying to crank over? I have no clue

Not starting up is vague. Describe what it is doing and how it was running before this problem. When you first turn the key to the ON position, you should hear the pump kick on , pressurizing the lines. If the pump is turning on you next need to test the fuel pressure, gauge required.
Do you have spark? Yes, keep checking the fuel, if NO test the CPS and CkPS and coils(s).

The night before it went out on me everything was running fine. However, that night it warmed up 35 degrees or so and it poured. The next day I changed out the cap and rotor, checked for spark and I have it. And it was cranking but it would not turn over. Ran the battery almost till it was dead trying, but then I threw a charger on it. Also I walked out this morning and it started right up. However, it was running pretty rough at idle. Took it for a spin around the block and it was kind of hiccuping while driving. Maybe a fuel delivery problem?

When you turn your key to the ON position, the fuel pump should energize and run for approximately 2 seconds and then turn off. The pump will turn back on again when the computer gets the proper input signals from the crank sensor, etc.
As far as verifying the fuel pump, for starters you'll need a fuel pressure gauge. Hook it up on the schrader valve on the fuel rail. Compare your fuel pressure to factory spec.
How did you check for spark? You are looking for a strong, blue, snapping spark. Yellow/orange/white spark indicates a weak spark, which may not be strong enough to start the engine.
