I am doing a whole engine rebuild, I have my oil filter ring put in already. But after further examination I found out that the oil filter T-60 Bolt comes out and that’s where the small rings go

Looks like possibly a few for oil filter adapter (like mentioned), maybe one for the tps, maybe one for the distributor...

I don't think the TPS has a gasket or o-ring, but the IAC does. Probably not part of a engine rebuild gasket set though.
The other o-rings look they are for the oil filter adapter, usually includes a couple different sizes you may not need. Did you replace the ones inside the adapter on the center hollow bolt?
