hard starting after turning off
i drove my 99 xj out to niagra falls about 16 or so miles shut the jeep off and then went from NF to Clarence about 14 or so miles and after i got done in the store in clarence my jeep didnt want to start it would stutter and shake the whole jeep bad, and idle and bounce around from 250 to 750 rpm and shut down, i would repeat this for like ten minutes. Anyone have this problem? i have a new tune up on her and last summer i done a sending unit
also if it helps my exhaust manifold has a hole in it could this be the main cause of the problem?

Fix your exhaust manifold, but that is probably not the root cause here.
Have you seen a check engine light? If so, pull any stored codes for guidance.
If it continues, you will have to start doing some testing including putting a fuel pressure gauge on the schrader valve on the fuel rail to confirm you have solid fuel delivery of approximately 49 psi.

fixing the manifold soon as i get my taxes back....
and the check engine light hasnt been on since it got cold out all summer i had a evap code and im guessing the weather is causeing the leak to plug up, but i will look up the codes for ****s and giggles...
and i will run a pressure test later

Sounds like the 'ol "heat soak" problem, do a thread search here on "heat soak". My '01 does the same thing. There is a thread here (or maybe it was Cherokee Talk) about a real fix. Involves a timer bypass on the e-fan to cool down the exhaust manifold. Also there is a TSB on this. The TSB fix reportedly doesn't work but the fan thing sounds like a good idea.
My fix is three fold - the TSB (insolate the injectors), a dashboard switch for the E-fan and hood vents.

i like the hood vent idea but i do a lot of driving offroading through big ol mud puddles and i dont want any more water getting in then what allready does

Ok then, here in Nevada we don't get puddles that deep. On the other hand we probably get as much snow as you do (well, not counting this week). I plan to make some covers that I can attach for winter driving.
Anyway, it still sounds like the heat soak problem and it is "usually" the #3 injector, at least that is what the TSB said although I would think 3-6 would be vulnerable just because they are directly above the exhaust manifold. The problem generally occurs when you've heated thing up good then shut off for maybe 10 minutes. In 30 minutes the heat disapates and the problem does not occur. RIGHT??? Thats what mine does and short of replacing injectors I think the cheap/easy stuff is worth a try.
BTW I was surfing the Summit Racing site today and they have all kinds of heat shielding tapes, foils, pads etc anywhere from $8 to $100 or more. Think I will wander over Monday and pick up some and see if another layer of shielding will fix it. More later.....if it works. Its was 22 degrees for the high today so the problem isn't an issue right now.
