I can't figure out what she means about "silicone around the outer seals". If she is talking about where the hoses attach, there should be nothing between the hose and the fitting. The clamp suffices. Silicone could break off and clog the thermostat among other things.

Heater control valve was eliminated by Chrysler for the 1997 model year. No Jeep built had one ever again. They're unreliable - as you've discovered - and unnecessary. The theoretical benefit is not worth the practical performance, or the problems.
Order some hoses for a newer model XJ and plug the vacuum valve. Or if you want to go really cheap, you can get some long barbed couplers and just join the existing hoses.

I finally deleted mine on my '87 after having a couple of plastic ones blow. I had actually bought the metal valve from O'Reilly's, but sent it back before installation. The metal piece appeared well built, though. My '92 still has one, but it is a different configuration than the Renix era.
