Heater control valve was eliminated by Chrysler for the 1997 model year. No Jeep built had one ever again. They're unreliable - as you've discovered - and unnecessary. The theoretical benefit is not worth the practical performance, or the problems.

Order some hoses for a newer model XJ and plug the vacuum valve. Or if you want to go really cheap, you can get some long barbed couplers and just join the existing hoses.

I haven't noticed any adverse effects after eliminating it on my '87.
