Honestly, I'm not sure. With new cam/lifters, you don't want to crank it much at all before starting (wipes lube off the lobes). Then you hold the revs at 2500 or above for about 20 min. I'm not sure how critical these steps are when just replacing the lifters; I've never done that before. You might want to contact one of the cam mfrs.

New lifters on a new cam? Yes. 20 minutes at 2000 RPM.
