Default Help with part identification please

While doing a ground cable refresh, I discovered an ancillary wire that is broken. As a novice mechanic, I cannot identify what the wire is, what it is servicing. Anybody recognize the part / wire needing to be replaced?

broken orange wire, with what looks like some sort of usable link in-line..? What is this?

The factory had those and it looks like it is hooked to the stater relay.

The only things not working that I am aware of are the fog lights. Would they be linked to the starter relay for some reason? I don't know what might be linked to the relay.
