Ok, so I'm getting about .65 AC volts at the ECU connector. What now? Coil? ICM?

So your wiring is good.

At the ICM:

Three wire connector:
A = +bat voltage (from latch relay)
B = Ground....
C = Tach

Test A for battery voltage with key On.
Test B for ground with key Off.

Ground at B with key off is good. Only .7 ohms of resistance.
Voltage at A should be good at 10.75 volts DC with key on.

No, but couldn't I just feed 12v to the coil just to see if it makes a spark?
Or do I have to buy a new one?
