After pulling the shock down I could clearly see that the bolts have been replaced and a PO had also installed star-style lock washers with the dropped-in bolts. When I installed the shock I did the same thing - apply lateral pressure to the shock which holds the bolt tight enough for me to tighten the nut by hand. By the time the nut was finger-tight, the lock washer was grabbing enough for me to use a 3/8 ratchet and torque it to German spec (Gutentite).

Always nice when you find it done by PO or easy lol!

Yeah with like 340k on her she's probably been through many parts changes. I suppose we are all just caretakers.
When I was working on the starboard side yesterday I snapped both bolts that hold the bump stop on. Even used heat (but not my magnetic Inductive tool as it's 1000 miles away). It's nearly impossible to get a drill in there to remove them so that will have to wait until I get back to Wisconsin. I actually own a special Milton Powerdrive bit but I don't have my special tools here
It fits into your electric or air ratchet which allows it to work in tight spaces.
