idling problems

Default Help so confused with electronic

I have a 1990 Laredo XJ I am not sure if this is a throttle position sensor problem or not since we have changed it out not too long ago and was adjusted by mechanic. I had it checked by 2 mechanics in last 6 months and they said was fine. Here is my story. I was driving my jeep in the mountains. After driving over about a 7200 ft pass. I started going down hill. The jeep started to shift down and the rpms were a little high. So I pulled off the road and it was idling real rough. So I decided to turn off my car and restart it. It started to idle normally. Since I have gotten home it has never gone as extreme as the first time. But I know it's not right. It idles a little high with low power. It does not have the power it normally does. Again if I restart it drives better. If anyone has any ideas I would appreciate it. Because we really don't know where to start.
