Inconsistant High Idle and holding RPM's?

Default Inconsistant High Idle and holding RPM's?

Ok boys and girls... I pulled my throttle body off the jeep and cleaned it off and out, about a week and a half ago. I pulled sensors off and set them off to the side then carefully sprayed the whole thing with carb and choke cleaner wiped it down with a clean shop rag and then let it sit to dry before blowing it off with compressed air, did not clean the sensors. I reinstalled all the sensors, started the jeep to have it idle at 1500 - 2000 rpm. Disconnected sensors pulled throttle body off and reinspected everything to find nothing. Didn't have the problem.

Now here is where it gets fun. It has started to randomly from stop light to stop light change it's idle rpm's from around 700 to the previously mention high rpm's. At the next light it will change back. During all this while downshifting or pushing the clutch in it will hold the rpm's high for about two seconds before starting to drop them. Ended up having to replace the IAC ( i kinda got cranky and smacked it... it didn't like that) and the issue went away for a week. It's returned. I have no desire to shotgun parts and money at this. Any clues to pointing me in the right direction would be appreciated.

These are the reading I remember from the scan tool while at the normal idle of 700-750.
TPS 14.9%
MAP 10-13 in HG
MIL CODE NO. 025 cannot maintain obtain proper idle

Throttle body gaskets are new... i got one of those spacers as a gift from the girlfriend and installed it a while ago.
166k mileage 4.0 w/ manual trans

I am thinking that it could be the little vacuum hose that goes to the MAP sensor...
