Instrument Panel Lighting out, Fuse Doesn't Fix

Instrument Panel Lighting out, Fuse Doesn't Fix
New here. It's a reoccurring problem in my '96 Cherokee classic.
Instrument panel, stereo lights (not power) and temp/compass lights go completely out. Typically it's a blown fuse and an easy temporary fix. Fuse only blows on occasions like switching gears while headlamps are on, titchy stuff like that.
I've taken it in before now and no one's been able to find a wiring issue so I've just been replacing the fuse for years whenever it blows.
However this time the lights and all are out and it's not the fuse. Checked ALL fuses and they're all fine, changed the normal problem one and no results.
I'm at a loss. It has to be wiring, right? Ideas?

a blown fuse usually points you toward a fault in the wiring system, or a fault in an end of line device, or a loose connection at a device.
pull the fuse that normally blows and check the fuse socket for 12vdc, one side of the socket should be hot (line side) the other should be dead(load side). if you have 12vdc there then you have a wiring issue past your fuse on that circuit ......if you don't, check for a fuse blown under the hood, replace underhood fuse with the underdash fuse out. post up what you find to this point and i can help you troubleshoot the rest of your wiring.
