Intermittent: No Revs, Speed, Airbag light on. No "No Gauges"

Intermittent: No Revs, Speed, Airbag light on. No "No Gauges"
Once more I ask the learned ones....
97 XJ 4.0.
My Jeep is running fine but every now and then the instruments have a little fit. The Oil, Voltage, Fuel and Temp gauges work just fine but the Speedo and Rev counter drop to zero. At the same time the red Airbag light comes on.
The no gauges light tests OK but doesn't come on during the failure.
Two more things, the Cruise light stays in whatever state it was in before the gauges quit. I was using the Cruise last time and it carried on working but when the speedo and revs quit I thought it would be wise to turn the Cruise off. I did but the light stayed on until the other gauges kicked back in and then it went out.
Finally, the odometer seems to not record while the gauges are out. Either that or my gas mileage just fell off a cliff!
Sometimes this goes away, sometimes I have to restart the Jeep. The longer I'm driving the better it behaves - does anyone have any clues for me? I'm guessing I need to take the instruments out and treat it the same as the "No Gauges" problem - but seeing as the symptoms are a bit different I thought I'd better ask.

Might be a short in the clock spring. Do some research. If power to horn or cruise shorts to the ground for the sensors it will do some weird stuff. There's conflicting statements on this and I wasn't sure wether to believe it. I had issues with my TPS so finally I figured I would try pulling my horn fuse to cut off the only power supply I had running to the clock spring. It fixed the issue. Try pulling the fuses for the cruise and horn just to see. Not sure if it would cause the issue with the gauges but it's easy and free to try.
