the jeeps dont have the wire with that has the wall plug on it, they just have the plug inside the engine bay where one CAN be connected, although most arent for many dont have the wire

ok let's try and get back on topic. could it be the IAC? or maybe some other sensor? any ideas would be helpful. I know it's nit my coolant or having water in the gas tank. remember this happens only in temps below 20f and it could and does happen even after the engine is good and warm. like 190*f.

When was the last time you replaced your fuel filter? With the cold weather any little amount of moisture can freeze and block the line it the system is slightly clogged.
