There was probably a secondary harness that went from the framerail plug to the 2 factory fog lights.

The front bumper is put on or pulled as an assembly, so it would be easier to plug the secondary pigtail into the main harness.

Ok on mine there is a couple wires with a small connector on them wiretied to the wire going to the passenger headlight. The connector isn't hooked into anything I didn't see one like that on the driver side and wasn't sure if that was for fog lights or something else

Its for the fog lights. But if you hook into that then your fog lights wont work if you have your brightlights on. They shut off automatically when you hit your brights and turn on when you go back to dims. If you like that then cool. But if you want to use them to brighten up the trail then run different wireing.

Some states require the fog lights only work on the low beam setting of the headlights.

That's why its wired that way.
