Just try to cut as close to the leaf as possible so you leave yourself as much meat as possible so you can still grip the bolt with something. I've also heard that cutting a slot into it and using a impact hammer with extensions works well on more stubborn bolts.

My only problem before was just the everyday problems with old rusted bolts. Busted knuckles ,hard to get bolts out, exc. Now I got the bolt on the spring hanger seized in the sleeve of the bushing. The bolt is all the way out of the nut, the sleeve pulled out of the bushing but I think I got it figured out how to get it fixed without cutting or grinding the hanger

It took me several hours a side to remobe those front bolts. I had my brother spray them with pb blaster while i turned a very large long pipe on my breaker bar 1/4 of a turn at a time try not to stop exept to reposition breaker bar. Those bolts tend to resieze if you stop too long. Also heat is your friend.

The front bolts is all I got left but I'm cutting the eyelets off the leaf springs so I can get heat closer to the nut without sticking a torch inside the frame. I bought new spring sets when I bought the lift because the old ones are wore out.

This is how i did mine
a)Heat weld nut
b)With a breaker bar, i was able to break free the rust freeze
c)PB blast weld nut/bolt
d)Tighten bolt
e)Loosen bolt
f)repeat c - e until a good enough area between spring and frame is exposed
g)torch spring bushing and let it burn
h)Scraped off burned bushing
i)Grip sleeve with a good vise grip (my cheapo HF was good enough after some bruised palm)
j)Repeat c - e

Okay i used a cut off wheel to cut the leaf off then i cut all the way to the sleeve but the sleeve spins amd isnt stuck to the bolt but the bolt still wont come out. Anyone ever run into this or know what to do?

every xj i've ever put rear springs in, the sleeve has been seized and spins with the bolt, regardless of miles on the vehicle or how clean it is as far as rust goes.
if it stopped moving, it's rust free.
your other issue, you must remove rear leaf bolts by hand with a long ratchet or breaker bar. impacts just vibrate back and forth, never getting anywhere.

That happened on my brothers. We just popped a hole in the frame rail so we could get a socket on it. Then just weld a plate over it when done.

I would say cut the stud off close to the frame and it should fall out
I thought I was haveing a rough time with mine but i see mine may not have been as bad as I thought mines all back together but I ran out of daylight so i gotta tighten the rest of the bolts tomorrow
