NO
-turn signals (even arrows on dash) no clicking noise or hazards
-brake lights
replaced
-headlight switch
-brake light switch
-turn signal relay
-all bulbs
checked
-ground behind rear panel (behind spare tire)
-all fuses
there is a tow package

Turn signals are dependent upon the ignition switch, but brake lights and hazards are not. Turn signal flashers generally need to see resistance, ala filaments, to work.
I'm thinking you need to check how and where your trailer light harness connects. On my '96 I installed a T connector type harness for my trailer lights. It resides in the LR side ahead of the tail light and behind my spare tire and interior panel. If that were to be unplugged or at least partially dislodged, I wouldn't have tail lights, brake lights, turn signals or flashers.

i did see what you are talking about, its a t connector that goes to the trailer hitch....that did seem a bit loose on the one side of it....could that cause a problem? how can i bypass that?

Usually a T connector installed for a factory towing kit has connectors on each side of the "T" that can be disconnected form the "T" and then plugged together eliminating any troublesome shorts in the trailor connector harness.

wow duh i should have picked up on that one im gonna try that right now....
what about the multifunction switch (turn signal switch) can that cause brake light turn signal and hazard light failure?

Multifunction switch can't effect brake lights. The circuit for them does not go up the steering column.

so i unplugged the t connector and connected the wires together and still the same problem. as far as the multifunction switch my highbeams and wipers work...could it still be a bad switch? is it hard to replace?

Yeah, the multifunction switch is a huge PITA to change. I had to completely pull my steering column apart but, I just spliced in one from a donor XJ. I didn't buy a new one. A little patience and the right tools and it can be done, though.

You have headlights and front parking lights? If so the problem is with the wiring to the rear. Again, if the flasher doesn't see reistance, the turn signals and flashers shouldn't work. If you don't have brake lights or tail lights, it sounds like your rear wiring is open somewhere.
Unplug the T connector and use the connector from the front side of the vehicle as an isolation point. You might want to get a helper....turn on the parking lights. Got 'em up front? If so, you should be able to read 12VDC from one of the connector pins in reference to ground. Likewise, if the brakes are applied, one of the other pins will read 12VDC. If this doesn't happen, your wiring is open towards the front of the vehicle.

also i have never messed with a multifunction switch before...can i just plug a new one in without actually installing it into the steering column to test it? or does it have to ground out somewhere?

i think they are ok because if i put a test light to the headlight connector on the high beam terminal i get power but if i turn off the high beams and put the test light on the low beam terminal i get nothing...
just a thought if i had a short in the system wouldnt i blow a fuse? if so which fuse?
