Double check your fuses. My fuse block is a mess but under control and luckily my original owners manual had the fuses where they needed to be. I had fuses in the wrong spots and once I spent a good hour or so replacing and using the right fuses, my electronics have been on fire.
I don't know if Jeeps are like this with bulbs but have you tried to turn them 180 degrees?
You're flashers are independent from the head lights. Get a new flasher at AutoZone or something for like 6 bucks. The flashers are located on the fuse black and look like a "D" cell battery.
Well, hopefully that will fix your "flasher issue."

i did try to replace the flasher unit with no luck....i also looked at all the fuses and they seem to be the right amp,,,,on the other hand i did not try flipping the bulbs,,,,worth a shot i guess,, thanks for the info!
