Loose control arm possibly cause of bad steering?

Loose control arm possibly cause of bad steering?
I have a 1996 Cherokee Sport with some steering issues. The steering feels really loose,and I have a lot of bump steer.
I've replaced tie rod ends,track bar,drag link,and steering stabilizer. I'm not running any lift or anything out of stock right now. I checked the ball joints by shaking the wheels at 12 and 6 o'clock and there wasn't any play. I jacked up the front end and checked control arms. Unfortunately I wasn't able to get it high enough to completely suspend the tires in the air and decompress the suspension cause my jack is too small. I did notice that the driver side LCA was ever so slightly loose by it having a couple millimeters of play sideways. The passenger side one had none. I'm assuming I'd be able to notice a little more play if I can jack it up all the way. I just want to know if this seems like the probable suspect for my steering issues. I'm planning on at least replacing all the control arm bushings,and maybe even replacing the control arms with tubular ones. I'm interested to hear your guys' input on all of this.
