low idle, tps 16.9% and timing fluctuation

Default low idle, tps 16.9% and timing fluctuation

I own a cherokee sport 2001 4.0 L, i used an OBD II Scan tool, I was using the Live Data and saw the TPS data but it shows at % not volts and without stepping on the gas pedal it shows 16.9%. Is that value good or bad? Also at idle the rpm fluctuates between 660 and 692 rpm and the timing fluctuates at idle only but stable at higher rpms. Thanks in advance for your help.

16.9% is in the ballpark. Spec is: At idle the voltage should be greater than .26V but less than .95V, and at WOT it should be less than 4.49V. The PCM supplies 5 +/- .5V to the TPS so if you multiplied 5V by 16.9 it would be .845V

Also at idle the rpm fluctuates between 660 and 692 rpm and the timing fluctuates at idle only but stable at higher rpms.

Idle RPM is normally around 750 RPM, so what you are seeing is low. The timing at idle may wander between 11 and 18 degrees BTDC. At higher RPM you might see around 35* BTDC.

The low idle RPM may be caused by worn out spark plugs, or dirty Throttle Body/Idle Air Controller. You should be using NGK ZFR5N plugs w/.035" gap in your engine.

about the timing i see it fluctuates between 6 and 10 at idle. Would you please explain why?

for the IAC, I've already cleaned it but i haven't cleaned the throttle body yet. I just sprayed it with an injection cleaner but i've bought a TB gasket and intend to disassemble and clean it. I will give you the feedback as soon as i do it. Thanks again

I've disassembled and cleaned the throttle body using a throttle body cleaner and electrical cleaner from Radioshake, i've even disassembled and cleaned the IAC housing and reassembled it using RTV Gasket maker, cleaned the IAC, disassembled the MAP sensor and cleaned it's port in the throttle body. Also i've cleaned the intake manifold using injection cleaner and i've managed to squeeze and insert my hand inside the intake manifold and clean it using tissues to remove the excess injection cleaner. I've reassembled every thing back again and replaced the TB gasket and torqued the TB bolts to 11 N.m. i started the engine and found the TPS reading became 0.865 after it had been 0.845 !!! Also the timing still fluctuates between 4.5 and 11 at idle the rpm hesitates between 640 and 690 rpm. I don't know what to do, could it be the crank position sensor? Please advice.
