Have you tried splitting the tin cap off the lug nuts using a screwdriver and hammer?
The part the tin cap covers is neither metric nor American sized. You might be able to drive a socket on them and cheater bar or impact them off.
PB Blaster might help some. The base of the lug nut could be seized to the rim.

I don't know if you can see it but on the top pick at the top of the drum you can see the white residue from the massive amount of PB I have used all over that thing! And yes one the one that is beat to shiznet I used a air hammer and beat off the chrome cover and I still got nothing so I tried to just air hammer it off Nope then I drilled it till there was nothing left.

So I finally got a tool to take the lugs off and was able to get four on the one side off but one on each side were not coming off so today I got pissed and did this.
Torched them and beat the wheels off from the back with a sledge worked out great and took 10 mins. popped the broken studs out and replaced them and put some anti-seize on them and off I went.

I had the same thing happen yesterday to one on the drivers-side rear. I ended up grinding the top of the lug off, then grinding the sides down so I could fix an old socket (3/4?) over it and beat it into the lug. I was then able to take it off with a wrench. I have a bad feeling I'll have to do it to 3 on the rear-passenger side as well. I haven't seen anything like that in a while. Crazy.
