When I went to change the power steering pump on the wife's Caravan, I had to buy a 16x18mm flare wrench because my set went from 15 to 17. That sucker cost me lots of time and more money that I wanted to spend at the time. The job got done though.

I've had good luck with Husky brand too. Dont recall if they are purely sold through HF though. I've had to beat on those pretty hard in the past and they've always taken it.
I think Pittsburgh is only HF though... haven't seen them in other places...but then I'm not always looking at that kinda detail...when I need a specific wrench or socket I don't have, I know where to go for good price and decent quality.

Now if I was wrenching for a living... then yeah... I'd probably invest in really high quality sets for certain things. But in my own garage on my own vehicles... above said works just fine for me.

It is weird how sets jump around like that sometimes.
I just checked my chrome Craftsman flare set cause I was curious.
Looks like 1/4 to 7/8" missing a 13/16".
And 9mm to 21mm. Missing a 20mm.
The Harbor Freight SAE set has the 13/16". LOL.

You know how many broken mac and snap on **** ive broke and tossed as far as I could into desert. I tend brake all tools, name means nothing when your under a dirt truck in the middle of no where breaking ****. I can have a set of Pittsburg for what just a couple snapons cost. Keep a spare set on hand for emergencies.
im not really convinced quality is all that much better. Though I do like proto ratchets.
