snow, mud etc.
I would prefer using full time because around here there places that the snow blows off of and then there is bare pavement, while the rest of the road is snow covered.

Reason I ask is theres a possibility the 242 TC might have gotten switched out with a 231 at some point before you owned it.. Crawl under the jeep and take a look at it.

No, OK but not today too much cold wet snow, I got the Jeep from my mom after my dad passed, been about two years, never thought about 4 HI til yesterday, so I tried.

are you sure the switch for the lights is working properly?
Maybe it's sticking or misadjusted.

not trying to jack the tread, but iv never seen my 98spt go into full time, is there like some weird trick into getting it into full time? i have a 231 t-case. also if i may ask, what is the difference between part&full time?

Well if you have a 231 TC you dont have full time. I'd say thats probably your problem.
