Default Misfire, Low compression

Hey all, First time working on a jeep so looking for a bit of help, My neighbors 94 Cherokee 4.0 sport had blown a coolant hose while driving through construction and wasn't able to pull over for quite some time and overheated the engine, developed a bad misfire on cyl 1 and running really rough after that he said. I got ahold of it and found a blown headgasket between cyl 1 & 2, compression test showed 0 psi on both cyl but 3-6 were all good within spec. Replaced the HG, changed the oil and coolant( coolant was all rusty brown color ), oil had no noticeable traces of coolant in it, Head didn't appear warped or cracked so i think im good on that side, got it all buttoned back up and ran compression test again and found cyl 1 to have only 35ish psi and cyl2 only at 70ish, an improvement but still not good and runs rough / shakes pretty good. pumped air into cyl1 to try and pinpoint where the major leak is at and i could hear air hissing from the throttle body as well as the tailpipe. So im assuming intake and exhaust valves? Would that make sense to anyone? When i had the head pulled all the rods, valves, rockers looked normal and fine, didnt see any bent parts at all. What would anyone recommend on this? Valve job? New rockers and rods? Any help would be much appreciated
