My 94 had the same stuff under the cap when I bought it (paid $200). I flushed out the system a few times and replaced the radiator and have not had a problem since. I figured it was some sort of stop leak mixed with rust.

Just got my Cherokee and thought my coolant "straight brown water" was bad but holly S***! I'd go as said above hit your entire coolant system pretty good because mine was rusty water and this was my water pump! Good luck!
I had a BMW way back in the days that i bought from a roomate. The cooling system was in that muddy condition. Bought a prestone flush kit, installed it and back flushed it once. Drove it short distances(10-15 mile trips to work and back) for a couple of weeks. Then flushed again replaced the thermostat, water pump and pulled radiator(cleaned real well in and out). No problem overheating after that and i was driving it everywhere during the summertime.
I have and F150 that my ex drove for a while after we split. When I got it back it would over heat so I went to flush the cooling system. I couldn't even get water to drain out of the drain plug, had to remove the lower hose to drain it, and what was in it looked similar.
Found out what she did was mix Dexcool with the regular green Prestone that was in it. The combination plus 15 years age with some rust formed a terrible sludge. I pulled the water pump and thermostat and heater hoses and flushed the block and all lines for a few hours, yes hours, with a water hose before the water would come out clean.
After getting it all out, haven't has a single problem for 5 years now. So there is hope.
i bought my jeep xj 1997 not while ago and i had a leak in oil adapter but fixed but then i noticed the radiator cap have something like mud and the coolant holder was almost empty, i heard like maybe it will blow the head gasket.
so whats my next step to prevent any big problem ?
Look at your lower radiator hose and see if there are any punctures. The lower hoses have metal coils in them that can rust if the hose is busted and it will leak coolant out while letting oxygen in to create rust through out the entire system. So check it most likely thats the case replace it then do a flush and take out the tsat when flushing with the heater on and replace the thermostat since theyre super cheap anyway.
