Default Mystery bolts

So I just finished putting the interior of my XJ back together and ended up with a couple of 10 mm bolts and plastic inserts/washers. For the life of me, I cannot figure out where they are from. Anyone have any idea? I had the carpet and all trim panels and seats removed. Everything went back together just fine and I didn't see any obvious holes that I forgot to fill with these bolts. Hopefully someone can solve the mystery as it's driving me nuts.

What year is it? As a total WAG, I say something for or under the center console.

Agreed. Looks like bushings for something that would move. Shifter or e-brake?

It's an automatic and I didn't unbolt anything there, I just unscrewed the trim. I also didn't touch the e-brake.

Those look like the 1/4-28 bolts from the spare tire mount. Or maybe they're M6?

Well, the unthreaded portion at the tip of the bolts suggest they screw into the body somewhere. Can't say for sure that the bushings belong to those bolts.

Put them in a ziplock, mark the bag like "extra Jeep interior hardware" or something. Someone will respond or you'll figure it out someday.

I've got a 95 and have had my interior apart twice now (seats, carpets, plastics and headliner). My spare wheel carrier bolts are a lot stubbier than those and are M8.

I cannot see where they may have been from at all. They do not ring a bell with me. Is it possible they were loose on the floor to begin with?

It's been almost two years since I removed my interior but those don't look familiar. Part of me wants to say the washers look like they go to a seatbelt but those bolts don't look familiar.
